Mining Referee Windridge

Mr Frank Windridge was appointed as a Referee non-presiding member of the Land and Resources Tribunal on and from 17 July 2003 for a five year term. Prior to his appointment as Mining Referee, Mr Windridge was Mining Warden for the State of Queensland under the Mineral Resources Act 1989.

Mining Referee Windridge commenced duties in the Magistrates Court in 1961 and served in many areas in Queensland as a clerk. In 1972, he was appointed Clerk of the Court at Gayndah, and subsequently served as Clerk of the Court at Ayr and Gladstone. In 1982, he was appointed Stipendiary Magistrate and Mining Warden at Longreach. Subsequent appointments were as Stipendiary Magistrate and Mining Warden at Mount Isa and Brisbane. After proclamation of the Mineral Resources Act 1989 in 1990, he became the Mining Warden for the State of Queensland.

In addition to his duties under the Mineral Resources Act 1989, Mr Windridge conducted numerous inquiries under health and safety legislation in respect of fatal and serious accidents in mines in Queensland. He was responsible for the conduct of the Warden's Inquiry into the deaths of 1l miners at Moura in 1994. The inquiry ran for 13 weeks and resulted in the Moura Report which fundamentally changed the training and competency of miners in Queensland's major coal and metalliferous mines.
